Are foreigners allowed to buy the old retro SIT (Singapore Improvement Trust) Walk-Up Apartments in the Tiong Bahru area?

I spent a lot of my childhood holidays in the TiongBahru/KimTian/MohGuan area and would like to see if I can get something for 1.5m or less as a holiday home.

-If it is not within a condo project.You have to apply to Land Dealing Unit for approval first before purchase .
-Foreigners have to pay 15% additional buyer stamp duty on top of the usual Buyer's stamp duty 3% .
