The HDB BTO Kallang/Whampoa launch is likely to be of great interest to many due to its excellent city fringe location in a mature estate. Called Kallang Horizon, the November 2022 launch is a small one, with 3 residential blocks ranging from 26 to 30 storeys and only 477 3-room and 4-room units up for grabs. Thus, strong competition for a limited number of flats is likely to be on the cards.
However, one factor that might deter prospective buyers is that the Kallang/Whampoa BTO launch falls under the Prime Location Public Housing (PLH) model.

The site of the Kallang/Whampoa BTO project is located at Lorong 1 Geylang, right next door to Kallang MRT station, with one side of the site running along the Kallang River, offering some residents scenic waterfront views.
The flats enjoy excellent connectivity thanks to the proximity of Kallang MRT and a bus terminal just across the road. There are several other MRT stations located within walking distance, including Lavender, Bendemeer and Geylang Bahru, which are all located a 15- to 17-minute walk away.
Other than a great city fringe location which offers easy access to the CBD, the Kallang Horizon BTO project is also near the Kallang sporting precinct with its many sports and recreational amenities like the Singapore Sports Hub.
As only 3-room and 4-room flats are available in this Kallang Horizon launch and there are not many schools in the immediate vicinity, this launch is likely to be most popular with smaller households or couples without kids.

With only 477 units on offer, the Kallang Horizon BTO project is likely to be oversubscribed. That said, as it falls under the PLH model, demand might be dampened somewhat.
Based on HDB’s resale statistics, in Q3 2022, the median resale price was $390,500 and $778,400 for 3-room and 4-room flats respectively. This does not seem high compared to the prices of past BTO launches and is due to most resale flats in the area being older flats without many years remaining on their leases.
New flats are likely to command much higher prices, particularly if they are sold soon after fulfilling their Minimum Occupation Period (MOP). In fact, it is possible for 4-room or 5-room flats to command prices of over $1 million, although it remains to be seen if the PLH model will depress resale prices moving forward.

City Fringe Location Offering Easy Access to the City Centre

Residents can reach Raffles Place in the CBD in four MRT stops on a ride that takes only nine minutes. Thanks to the proximity of the Kallang MRT station to the flats, residents could get to work in under 15 minutes.

Lots of Sporting and Recreational Facilities

With the Kallang sporting precinct not far away, residents can enjoy amenities like Kallang Squash and Tennis Centre, Kallang Netball Centre, Singapore Sports Hub, Kallang Riverside Club, and Kallang Wave Mall.
