You need to look into your sales and purchase agreement or option to purchase with the developer to see if there is any defect liability clause included. In most such cases that I am aware of, the property should be sold on a "as is where is" basis, especially if the property has been tenanted before. Developer may provide rectifications out of goodwill if you approach them but it really depends.
