Hi,

1) You are not prohibit from renting a HDB full unit or room in the open market.
2) If you are asking whether you are eligible to rent flats that are under the HDB, then, you could be enquiring the Parenthood Provisional Housing Scheme (PPHS).
https://www.hdb.gov.sg/renting-a-flat/parenthood-provisional-housing-scheme/eligibility

3) This scheme allowed you to rent from the HDB at a cheaper rate than the open market after booking a BTO, but not for new EC.
4) You may look into the eligibility provided in the weblink provided above for detail.
