Hi,

1) There will be 3 parties involved in a contra situation.
2) The HDB rule is only 1 party of these 3 parties can do contra. That was why the seller highlights this to you in the 1st place.
3) There is no difference between you as the buyer as long as it is not affecting your purchase plan.
4) Mainly is the timing of the completion that you should take note of.
5) Because the seller has to confirm his purchase before he could submit 2 resale applications together. Thus there could be some delay due to any unforeseen reason.
6) You may state your position on whether you are able to accommodate this. Maybe submission of resale could delay from 2 to 4 weeks.
