We booked a student apartment at Bradford and we paid the booking fee to local property agent that market the apartment . After abt a month later, the developer came down to Singapore to sign the S&P agreement. But few of the SPA terms different from the terms stated by local agent during the booking time, so we didn't sign the SPA and the developer said we could cancel the booking. So we cancelled the booking but till date going to 1 year, we still didn't receive the refund after many times of requests. In this case, who we can recover the booking fee?
