Yes, you are allowed to purchase a resale HDB flat in Singapore. But you have to dispose off your interest in property in Malaysia within 6 months after completion of purchase.

Since both of you are PR, you are eligible to purchase resale HDB unit, using bank loan. However, you are to have your names removed from the private property within 6 months from key collection on the HDB unit.
