There is a Condo I have viewed for purchase however I understand from the agent that the owner hasnt done a valuation and refuses to do one. Is it optional for condos to get a valuation report? If yes, in this case where there is no valuation, how do i propose an offer as I cant just go about agreeing to what the owner has quoted.
