Hi James,

https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/understanding-your-eligibility-and-housing-loan-options/flat-and-grant-eligibility/couples-and-families/proximity-housing-grant-families

The above is the link related to PHG. I do not see any issue if the parents sold their condo to move into the son's place since they are living together, except that they are not eligible for the additional $10,000 in grant for living together with parents. It is indicated in the website that they must keep the proximity rule during the 5 years MOP but did not specify that the parent's property cannot be sold during this period.

Hope that helps!

I have been in the real estate business since 2009, with more than 13 years of experience serving the Singapore real estate market.

I am very active in the residential segment of Singapore real estate market, having transacted hundreds of deals from HDBs to private condominiums and landed properties in Singapore, and have handled many unique cases in sales and purchases as well as rental deals.

Over the years, I have also established a network reaching out to more than 9,400 expatriates, bringing my market presence to both in and outside of Singapore. This has created an additional exposure when I manage my client's portfolios, on top of the conventional on and offline platforms, where other estate agents are relying on. This has allowed me to consistently convert leads into results.

With an evolving market, where change is the only constant, I have also been investing in upgrading of my knowledge and skills sets to improve myself and meet the demands of current and future market.

We are offering our clients a complimentary first consultation without obligations (Absolutely FREE!). Schedule for your FREE session today!

Based on common practices in Singapore, the commission structure your agent proposed seems within the expected range, but on the higher end. Here's a breakdown:

Standard Commission Rates:

Seller pays: Typically 2% of the selling price (excluding CPF utilized)
Buyer pays (optional): 1% of the selling price
Your Situation:

Selling price: $515,000
CPF utilized: $25,000 (assumed based on commission calculation)
Agent commission on advertised price: $9,800 (2% of $490,000)
Additional commission on CPF used: $12,500 (50% of $25,000)
Total commission: $22,300 (before GST)
Is it Compliant?

Yes, the commission structure itself is compliant with standard practices. There's no regulation mandating a fixed rate; it's negotiable between you and the agent.

Is it High?

Here's why it might be considered on the higher end:

Additional commission on CPF used: This isn't the most common practice. The agent's commission is usually based on the final selling price after CPF deduction.
What can you do?

Renegotiate: You can discuss the additional commission on CPF used. Highlight that the standard practice is for commission based on the final selling price.
Compare with other agents: Get quotes from other property agents to see what commission rates they offer.

Ultimately, the decision is yours. If you're comfortable with the agent's service and the overall commission amount, you can proceed. But if you feel the commission is too high, negotiate or seek quotes from other agents.>> pm me >> i can sell for a lower commssion !!
