For HDB rentals, Social Visit Pass (SVP) holders are not allowed to rent HDB flats or rooms at all. HDB's rules state that only holders of valid long-term passes are eligible to rent, including:

Employment Pass (EP)
S Pass
Work Permit (for non-Malaysian workers, subject to restrictions)
Student Pass
Dependent Pass
Long Term Visit Pass (LTVP)

However for social visits — staying as a guest:
A Social Visit Pass holder can stay as a guest in an HDB flat for the duration of their SVP validity, which is typically:

30 days for most nationalities
90 days for certain nationalities including ASEAN countries

This is as a guest only — not as a paying tenant. The flat owner must still be in residence and the SVP holder cannot be listed as an official occupant.
Key distinction:

Staying as a guest = allowed for SVP duration
Renting as a tenant = not allowed under any circumstances for SVP holders

Hi,

1) There are specific restrictions on how long a non-citizen can live in an HDB flat with a valid pass.
2) If this is your relative or friend, and not as a tenant. His/her pass must has at least a 6 months validity.
3) There are 2 types of scenario:
(a) Your relative lives with you but is not listed with HDB (Unlawful)
(i) This would be a breach of HDB's rules.
(ii) Consequnce is HDB conducts regular checks. If they discover an unauthorised occupant, your could face a fine, have your flat compulsorily acquired, or both.
HDB has taken action against hundreds of cases in recent years for such lease infringements.
(iii) This scenario is not permitted and carries serious risks.

(b) Your relative is registered as an authorised occupant (The Correct Approach).
This can be easily done online.
(i) You can registered him/her as an authorised occupant under the Rent a bedroom scheme.
(ii) The 6-month pass validity is the main requirementm and the 2-year time limit does not apply to them as a tenant.
(iii) The 2-year limit only applied to the rental contract for tenants and is irrelevant for an authorised occupant living with the flat owner.
(iv) The Non-Citizen Quota also not applicable for such arrangement.
(v) However, The maximum number of people allowed in the flat is applicable.
up to 6 for 3-room flat
up to 8 for 4-room flat and larger
(vi) Minimum stay is applicable as well. The flat owner must rent the bedroom for a minumum of 6 months, Short-term or holiday stays are not allowed.
The catch is the registration must at least remain for 6 months. You can only change after meeting the 6-month period.

4) To ensure you and your relative/friend are foolowing HDB's regulations:
(a) You must apply to HDB to ergister your relative/friend as an authorised occupant and tenant of the bedroom.
(b) Ensure their pass has a validity of at least 6 months at the time of application.
(c) Check occupancy limits.
