As HDB regulations require you to sell away your existing HDB within 6 months of getting the next HDB, the applicable absd rate should be 5% since you are SPR household. You may wish to write in to IRAS to confirm.

The bridging loan is only possible for application when you found a buyer for your current HDB, and they have exercised the OTP on that. You may not need the bridging loan if you can time both sale & purchase process concurrently, such that the sale completion will be done prior to purchase completion. It involves delaying of submission timelines, and close coordination of all parties.
