Register your Intent to Sell on the HDB Resale Portal on or after the MOP date.
Issue an Option to Purchase (OTP)
7 days after registering your Intent to Sell.
Therefore, while you can start marketing your flat before the MOP is up, it's advisable not to start too early, as potential buyers won't be able to proceed with a purchase until after the MOP and registration process is complete.
