Hi Yuzhou,

The point in contention would be if your friend has completed his MOP for his HDB. In this case, I would presume he has completed his MOP.

Your friend can buy the EC if he is Singaporean of PR. Furthermore, he is also able to keep his HDB as he has completed his MOP.

If he is looking to move into the EC and rent out the HDB flat, he would have to have stayed there for minimum 3years, before he can apply for permission from HDB.
