My daughter is a Singapore Citizen married to a Non-Citizen working in Singapore on LT employment pass (Income above $6k). My daughter is 35 yrs old and currently a housewife looking after a 4 year old kid (non-citizen). She has some CPF (abt: $150K (OA+SA)and some cash. Need to seek some advice on the following:

a) She will be the main buyer and spouse (non-citizen) as occupier, can she get a loan from HDB or private bank to buy a resale 3 or 4 room HDB flat using her spouse's income to support the application as she is not working.

b) Is she eligible for government grants?
c) Can she both OA and SA to make payment for resale flat.

Thank you

Hi,

Your daughter can be the main buyer of the HDB flat, with her spouse as the essential occupier. However, loan will be an issue, as her spouse is not able to loan on the HDB.

The Rule states that borrower must be the owner, while owner need not be the borrower. As a foreign citizen, her spouse will not be eligible to be the owner of the HDB flat.

As for CPF Housing Grant, as your daughter is a Singapore Citizen, she is eligible for Half-Grant.

Also, she can only use her CPF-OA to make payment for the Resale Flat.

If finances allow, they may wish to look into private property instead. Based on her spouse's income, they may be able to afford to loan up to $800k.

Thank you.
