My BTO is ready for collection by 1st quarter 2014. Just want to know when should i start to arrange for valuation and sell my current HDB ? My concern is next year's resale unit price will drop.

Evening Sheryl, Since your key collection is expected in 1st Q 2014, it's about time now to have your unit marketed. Standard HDB resale transaction takes about 4 months, excluding marketing period. With key collection on 1st Q 2014, plus renovation period required, you might just be in time for the move. However, this is only possible if you do not need the funds from sales to facilitate the purchase. Do feel free to contact me for further discussion.
