If we the non-agents observe some 'mis-deeds' starting to become sort of common practices among property industry professionals, in which they purposely exploit and take advantage of loop holes they figured out in government laws, and unfairly gaining larger amount of extra payments form house owners or tenets, then should we come forward to blow the whistle and report them to the relevant authorities, or should we just remain silent, let the professionals earn the extras, continue to harm the unsuspecting customers, and have the 'mis-deeds' slowly grown into a psedo-law called "industrial norms"?
