If I want to buy a unit at an uncompleted condo development marketed by an a so call exclusive agent should I insist on passing the cheque for 1% of the value to the actual owner or is it safe to pass it to the agent?

Should I see ownership papers before passing the cheque or do i give the cheque then see the papers?

Should the price be confirmed 1st before giving this cheque or provide a cheque for the value I am proposing and then wait to see if the seller agress to my price?
