If I am buying a HDB flat from the resale market, I will want to handle the documentation on my own, i.e., I don't need the service of an agent.Do I still need to pay the seller's agent the 1% commission? Do I need to tell the seller's agent beforehand or does it mean that if I don't, I'll then hv to pay the seller's agent the 1$ commission? Does it also mean that I'll hv a lesser chance of getting the flat as compared to another buyer who wl pay the seller's agent a commission?

Quick answers to your questions as follows,

A: No

A: It will be good to tell the seller's agent you would like to handle the purchase yourself without agent before going. If you forgot to say, you should say before signing to puchase.

Q: Does it also mean that I'll hv a lesser chance of getting the flat as compared to another buyer who wl pay the seller's agent a commission?

A: While this might happen in the past, it should not happen under the current rules. If the seller knows his agent secretly accepts a buyers'commission, the seller can complain to CEA for improper conduct. Agents can get punish for such unethical practises.
