I would like to sell my 4 room flat. If the last transacted price of this area was around $360,000 this year. Am i supposed to follow the price of this or can I actually quote higher than this amount? Thank you.

You need to mark up a bit higher than median as all buyers will neg the selling price. Just remember, at current weak market, every buyer offer need to revert asap as buyer have various options to exercise.
