I have totally no knowledge for HDBs, is seller agent and buyer agent the same thing? Like I want to buy a house, but don't want go thru agent, my friend told me to look for houses in the web here, but they are all sold by agents. They are the sellers agent, would I still need to pay them agent fee

Dear sir/madam,

Do you find it highly dangerous to proceed as a DIY buyer when you have acknowledged that you have no knowledge for HDB? Are you willing to risk jeopardising the purchase and potentially run into severe consequences should you fail to observe the rules and regulations towards a resale HDB purchase, just because you do not wish to go through an agent, perhaps saving some commission?

No, seller's agent and buyer's agent are two different entities... Seller's agent is engaged by seller, hence is their paymaster.. Meaning they will have their seller's interest as priority and vice versa. Perhaps your main concern for not engaging an agent to represent yourself is due the fees payable? Agent not only help you to source for the right unit, also will help you to negotiate a better price and handle all the paperwork for you. You probably will be purchasing one of your biggest ticketed item which is 6 figures and above, would you want to jeopardise it just to save that few thousand dollars? I have many buyers who initially wanted to DIY their own purchase, but after speaking to me, they realised its not worth taking the risk.Do feel free to give me call for further discussion.. Thanks

Seller agent represent seller interest while buyer agent represents buyer interest. CEA has disallowed the practise of agents representing both seller and buyer some time back and therefore no seller agent should charge you any commission should you purchased a unit directly from them. However do note that while there are some seller agent willing to process the purchases for free, as they are representing their seller interest, you may unknowingly be shortchanged especially if you did not do any research on the unit you are purchasing. If you are intending to take a loan or finance the unit using CPF, you might need to top up cash (called COV) at the point of purchase if you bought the unit at too high the price compared to it's valuation. In addition, you may not be aware of your rights should anything goes wrong with the transactions or in situation where sellers did not want to vacate the place after completion date or extension period granted to them. A seller agent won't advise you on all these as they are not representing your interest. While I am not discouraging you from DIY purchase, proper research on both the processes and the estimated value of the unit you are interested in definitely needs to be done. In fact it is highly advisable for you to do all the processes by yourself as you may not know the integrity of the seller agent. Never rely on seller agent expertise on this as they are representing their seller interest and will do their best to ensure their seller gain an advantage in terms of both profitability and timeline. It seems like you are only concern on the agent fee throughout the whole purchase, few thousands dollars
Or you already know exactly on what and how of the whole purchase which is a few hundred thousands of dollars.

In general, buyer agent charge 1% of the purchase price. So might charge more or less dependent on the services and agreement between you and them.

Your concern is whether you need to pay seller's agent. Answer is "NO". Seller's agent legally only allowed to collect commission or service fee from seller.
No seller's agent suppose to ask for any fee from you. You may report to cea.gov.sg if any of the seller's agent suggest this.

These are the things you should check upon before engage on any viewing:
1) Eligibility: Ensure you're eligible to purchase HDB. Single PR, foreigners, Married PR but have not received PR status more or equal to 3 yrs. Single Citizen who is not more or equal to 35 years old.
2) Finance: You may skip this if you are paying everything in cash. Check whether you are eligible to apply loan from HDB, otherwise, you will have to get IPA (In-pricipal Agreement) from bank.
3) Budget: Understand your current finance status to determine your choice of flat types and location.
4) Know all the pros and cons of different flat types, finance types (HDB & Private bank), different levels, directions, locations.
5) How to negotiate and understand the market price.

No, the agents are not supposed to collect commission from you if they represent the Seller in the transaction.

Having said that, your first sentence scares me. You acknowledged that you have no knowledge on HDB transaction, and yet you wish to handle the purchase all by yourself?

Are you confident of ensuring that the transaction will be smooth going forward, and that you are able to handle all steps and protect your own interests during the entire process of your purchase? Chances is NO. Unless you get yourself educated on these processes before you decide to jump into the purchase.
