Your friends are eligible to purchase private condos/ apartments without any restrictions/ requirements or terms and conditions.
Do share with them that they will be subject to 15% additional buyer's stamp duty as foreigner. Thus their initial outlay will be as such if they can obtain max 80% loan:
1) 20% cash downpayment
2) estimated 3% buyer's stamp duty
3) 15% additional buyer's stamp duty
4) $3k legal fees
5) valuation fee, stamp duty for mortgage etc
