I am single and own a 1st private property with my brother.
I bought a 2nd property under my own name only and paid the ABSD.
Can I get a refund when I sell the 1st property upon TOP of 2nd property?

No, since your 2nd property did not submitted remission request with period of selling your existing property upon you paid the buyer stamp duties by the lawyer handle your property completion.

IRAS will not entertain any such case at all.
