For selling off your condo, there is no need to apply for anything to start the sale. So what you just need to do is really to speak to a realtor and once things are firmed up, your realtor can start to start the marketing to sell your unit.

There no standard fixed time on how fast it can be sold. A lot of factors come into play when determining the sale of the condo.

For example, the location of the condo as this will affect the demand and supply chain.
If there a lot of supply of condo for sale at your area and not enough demand, the price will also come into the picture.
