I am a Malaysia PR and my wife is Indonesian PR, we are expecting to welcome our new born on may 2019, my wife currently working on to apply for Singapore citizenship which expect will have the result ard end of 2019.

My question is if I buy resale HDB before my wife become citizen and after she got citizenship without CPF grant and then we apply for new EC after she got citizenship, is she consider first timer? Do we still eligible for CPF grant and exclude from ABSD?

Also, should I buy a resale before or after the citizenship result release. I do not even consider BTO as it will take too long.

My planning is either wait until my wife get Singapore citizenship, buy resale HDB with CPF grant, stay for 5 years and apply for new EC.

Hope for suggestions.

1. A first timer is someone who has not make use a housing grant.
2. ABSD is not applicable if this is your matrimonial home and your wife is a Singaporean.

Hi,

1) Buy resale while you & your wife became citizen will incurred ABSD of 5% since both of you are PR.

2) Buy new EC upon received citizenship, after purchase of resale HDB flat. This is considered as 1st timer since the purchase of resale HDB did apply for any grant.
(a) No ABSD since this is a matrimmonial home.
(b) CPF housing Grant is available for SC/SPR household as such:
(i) Household income < $10k = $20k
(ii) Household income >$10k, <$11k = $10k
(iii) Household income >$11k = $0

3) It is another yr (12~14 mths) before your wife able to receive citizenship, however, this is best situation you wish to achieve, this might not happened as expected.
(a) Buy after your wife granted citizenship:
(i) will save you 5% ABSD.
(ii) Able to apply for HDB loan, use minimum cash for the purchase.
(iii) Can loan up to 90% from HDB.
(iv) Can aply for grant
(b) Buy before received citizenship:
(i) will incurred 5% ABSD.
(ii) Only can use bank loan, minimum 5% cash for down payment
(iii) Max loan is 75% from bank.
(iv) No grant available.

In conclusion, more cash needed to purchase using 2x PR status. If there is constraint in budget, you might only able to purchase a smaller flat.

4) Buy resale HDB with grant:
(a) Will considered as 2nd timer when apply to buy EC.
(b) Need to pay resale levy in cash, amount shall dependent on type of resale HDB bought.

5) Up till date, we only know there is one EC available to apply next year. No news on any other EC after 2019.
We can plan and pray for the best for now.

From personal point of view, you have to weigh the advantage and disadvantage of apply for grant if you have sufficient budget. Paying resale levy in cash will definite affect your received cash proceed, & this might jeopardize your plan by then.
Buying resale HDB after received citizenship has quite a difference before receiving. You may refer to (3) above for detail.

Hi Sir,

Based on your situation, I would advice you to purchase your house only after your wife gets her Citizenship.

This way, it will save you 5% on ABSD. Moreover, if you're getting a HDB resale flat, you will be bounded by the 5-year MOP period, which means if you still plan to get a new EC, you will probably only move into the EC in 10 years time from now.
