Do take note that HDB has a Minimum Occupation Period (MOP) of 5 years. Thus if your family is only prepared to stay here for 4 years and not beyond, you will most likely be looking at a private apartment/condo.

HDB unit have Minimum Occupation Period of 5 years while private condo have the Seller Stamp Duty, up to the fourth year of purchase.
Beside working on the length of stay in Singapore, you also need to work out the financial component, if you were to choose on private condo, as the SSD is equal to 4% of selling price, if you were to sell within 4 years from purchase.
