Dear Wendy,

Logically, you are not allowed to sell your HDB if you have not fulfilled the 5 years MOP.

In some special cases such as divorce etc, you may appeal to HDB if you need to sell within 5 years, but it is case to case basis and all up to HDB decision. So far, I had not heard of any penalty payable,
