Hi sir/madam,

COV for a HDB property is on a willing seller and buyer agreement. Usually, valuation of a property has already included the factors like the size of unit, location, level and conditions of the unit.

The median COV resale cases registered in the 3rd Quarter of 2010 indicated that for a 5room HDB in Hougang is $37,500 for a quick reference, and as recent news have reported, there are indications that median COVs have dropped.

The last transaction in Dec 2010 was S$481,000 for Blk 916 high floor. Assuming their valuation is the same as yours, meaning that COV around your area should be about S$20k to S$25K.
