The answer to your question depends on a single thing occuring:

"Does the railway station bring value to Woodlands?"

I would somewhat agree to that as having the railway station there would mean that travellers would congragate in the Woodlands area to catch their train, thus having meals, shopping while waiting for the train will have a positive impact on commercial units there. This will have a spill over effect in the HDB estates surrounding it however slight.
