Yes its possible as long as your finances are comfortable. Do note resale levy applies as your current hdb is a subsidized flat. I have worked on hdb upgrading to EC cases before and will be glad to share the best approach.

Hi,

(A) The criteria of purchasing a new EC are as follow:
(1) You have to be qualify under the following schemes:
(a) Public Scheme
(b) Fiance/Fiancee Scheme
(c) Orphans Scheme
(4) Joint SIngles Scheme
(2) You must be a SC in the application, and other applicant must be SC or SPR.
(3) Household income not exceed $14k income ceiling
(4) Do not own other property overseas or locally, or have not disposed of any within the last 30 mths.
(5) Have only bought new HDB flat/EC or received CPF housing grant once only.

(B) Resale levy: must be pay in CASH only:
1st subsidized flat sold on or after 3 March 2006:
3-rm = $30k
4-rm = $40k
5-rm = $45k

1st subsidized flat sold before 3 March 2006:
3-rm = 20%
4-rm = 22.5%
5-rm = 25%

(C) To service EC mortgage, you have to get loan from bank only.
Max Bank loan is 80%, you have to get ready for 20% downpayment, the breakdown is as such:
Minimum 5% cash for the purchase
15% can be in cash or CPF or both.

Maximum loan tenure is 25 years or at 65 years old, whichever comes first.
Any loan tenure more than 25 years will reduce the loan percentages.

If your HDB flat with the housing grant is your first subsidised flat, then you are eligible to buy a new EC. Do note that there will be a resale levy payable.
