Dear sir/madam,
I understand the frustrations, and this is similar to many others where they are complaining about their neighbours who are smokers and smoke at the window, allowing smoke to flow within the immediate neighbours. The authorities are also unable to do anything base on current legislations, except to encourage neighbours to act with consideration for others. If it really matters to you on this, perhaps the only way to avoid all these will be to move out of the current place.
