Looking at the current development and future development happening in Jurong, I would say Jurong is a better choice.

But may I know why are you considering an EM? HDB prices has fallen by about 6% last year and it is expected to fall by another single digit this year. EM of course one would say is more rare, but is it the right investment? What are the likely returns? Given the strategic proximity the 2 towns are in and the HDB market you are eyeing, I would suggest to look into the age of the property you are interested in instead. To get the better value of money out of the purchase, choose a unit which is younger in terms of age to better enjoy the fruits of the development in Jurong. It is definitely all within 15minutes drive from the ongoing developments that is going to benefit the residents of the west.
