I have come across a client who inherits 1/2 share of her late mother's house, at that time she has already owned a HDB flat which is a matrimonial home.
She is deemed to have owned 2 properties now as she is co- owner of her late mum's house. So, should she want to buy a property using her name, her next property count is 3, and ABSD on 3 rd property applies.

My Answer with regards to your Question:

Occupation of the HDB Flat: If the HDB flat is still within its Minimum Occupation Period (MOP) upon inheritance of the private property, you will need to continue occupying the HDB flat as your primary residence until the MOP is fulfilled. During the MOP, you are not allowed to own any other residential property, including private properties. Best to double check with HDB

If you have met your 5 years MOP for the HDB flat, you will have no problem inheriting the private property. However, if you are still under the 5 years MOP, HDB may require you to sell the private property.

If you have yet to meet the MOP, you will still be able to inherit the private property, but would have to sell it off within 6 months upon inheritance.
