I would advice that both of you wait till your spouse have her PR status approved, prior to purchase of resale unit.
On the moment of application, we need to indicate both your status. And they might be chances that the PR application gets rejected.
Upon submission of OTP, the completion should take place in 12 to 15 weeks time.
