Hi, I am single and under 35 years of age. I am currently living with my mother, the owner of the 4 room HDBflat (fully paid) and my second brother (35 years old). Here is my question- - Can my mother transfer the ownership to my elder brother and then BTO or buy a /resale 4 room flat with me? If yes, what are the fees in relation to the transfer should we take note of? and is there still any CPF Housing Grant Scheme under my mum next purchase with me ?

Hi,

Yes, it is possible. However, your Brother need to be able to refund all CPF monies utilised, plus accrued interest, back to you Mother upon the flat transfer.

With regards to CPF Housing Grant, it depends on whether the current flat is a subsidised flat or not. If it is, there is no CPF Housing Grant, and she will need to pay a resale levy if she applies for a BTO flat.

It would make more sense and straight-forward if your Brother purchase his own flat, as he's already above age 35.

Hi,

1) There are 2 types of transfer identified by the HDB,
(a) Change in Flat Ownership (Not through a sale): https://www.hdb.gov.sg/residential/living-in-an-hdb-flat/changing-owners-occupiers/change-in-ownership/change-in-flat-ownership
(b) The other is through a resale of Part-Share: https://www.hdb.gov.sg/residential/living-in-an-hdb-flat/changing-owners-occupiers/change-in-ownership/resale-of-partshare

2) From your information, your mother is only able to do the transfer using the 1(b) method.
3) Every citizen has 2 chances to apply for a BTO. Your mum is eligible if this is her 2nd application for a BTO.
4) The fees involved for your mum are as follow:
(a) Legal fees: ~$1,500~$1,800 (https://www.hdb.gov.sg/cs/infoweb/residential/selling-a-flat/financing/costs-and-fees)
(b) Resale application: $80

5) The cost involved for your brother is the same as the normal buying process:
(a) Valaution cost: $120
(b) Legal fees: ~$1,800~$2,500 (include mortgage stamp duty)
(c) Resale applicationL $80
(d) Option and exercise fees: $2~$5k
(e) Buyer stamp duty: ~3%

6) There are a few factors to determine whether you are eligible for any grant:
(a) Did your mum buy any BTO/SBF before?
(b) Is the current flat bought with a grant if this is a resale flat?
(c) Will your household income exceed $14k when buying with your mum?
(d) Was your mum an essential occupier when a BTO/SBF or a resale with grants were bought in the past.
(e) Did your mum or yourself own any private residential property or EC bought from the developer for the past 30 months.
