Morning Alwin,

You are eligible to purchase a resale HDB with another SC or SPR in Singapore but you have to dispose off your private property in Malaysia within 6 months after completion.

And yes of course you are eligible to purchase a private property and there wont be any need to dispose off your Malaysian property.
