Yes cash proceeds is issued as a cheque upon completion, and cpf refunded 2 weeks after completion. Its still possible to get a home loan approved before the hdb sale, but it may not be at max amount. A bridging loan maybe required. May I know if you are looking for new or resale condo?
In current slower market it might be better to secure a buyer first before making the purchase. Have you started to market the place? As the timeline and finances coordination need to be planned thoroughly, it be ideal to engage 1 professional agent whom you are comfortable with to ensure a smooth transition and plan the best approach.
