One only get paid for doing their job well. If the deal is not closed, your intention was not met.
As to the reason for the poor response, it might be the way your salesperson market the unit, ethnic restriction, asking price, etc. Whatever the issue, there's a solution to it. I managed to sell a Punggol unit, west facing, low floor, simple renovation, with the right price.

If the unit is not sold, there isn't a need to pay any commission at all. The most important thing here is to see why is the sale slow.

With all due respect and fairness to your current agent, we have already reached the end of the year so with Christmas and the New year just around the corner, generally it is slower. There are also many other considerations to take note such as is your block being affected by Ethinic and SPR Quota restrictions? All these are factors that affects the speed of the sale.

If your agent is doing a good job showing the house and he is advertising well for you and the problems lies with the timing or some quota restrictions, it might be the same if other agents or even myself are serving you. Do have a good talk with your agent first and see what is the problem underlying the slow sale.
