Hi,

1) A new EC is under the HDB jurisdiction and thus has to fulfill the following conditions:
(a) You and your wife are a single entity and cannot be separated. Both of you must be in the application.
(b) All owners and occupiers cannot own any private residential property for the last 30 months (2.5yrs) before submission of the application; resale EC is considered a private residential property.

2) So you are not able to purchase any new EC for the time being.
3) Not sure how recently your wife bought the resale EC, but note that there is an SSD (Seller Stamp Duty) incurred if it is sold within 3 yrs from the date of purchase.
