Hi Guru, I am SPR owning EA(HDB), when bought 2 years back I pay S$435K now market value has raised 100K Plus, in case after 3 years completion from buy, 1) Am i eligible to downgrade to 3 rooms HDB flats? 2) Am i eligible to utilize extra money which valuation raised over these years around 100K plus for my personal use?
