Firstly, if you are a Singapore Citizen and have fulfilled your 5 years MOP, you will be eligible to purchase your 2nd residential property. Any outstanding loan from your current flat would make you liable for only 50% loan for the 2nd property and you will be subjected to ABSD as well.
If you have not fulfilled your 5 years MOP, you could alternatively consider commercial properties- with generally higher rate of returns; high rental yield and higher capital appreciation scope. There will furthermore be no ABSD involved as well.
However, as a rule of thumb, it is always best to get your finances assured and secured to conduct the search appropriately. I would also illustrate a financial cash computations/projections with progressive payments to assess which options will suit your interest best.
