Hi , can I ask if there’s a property that my mum own. She and my dad bought it in 1984 . In 2001 my dad passed away and a small portion of the outstanding loan less than 10k was cleared under HPS.

If my mum were to pledge the property to CPF would this affect anything ?

Or if now my mum choose to sell the place at example 550k would the HPS payout at 2001 after my dad passed on will affect the sales proceed aka monies to be returned to CPF?

Hi Mr. Willy,

1) Your mum shall be allowed to pledge "Basic Retirement Sum" (BRS), i.e. as of now at 2018 is $85,500. By 1st Jan 2019, BRS is $88,000.
Eligible age for citizen born on & after 1954 is 65 yrs old.
Monthly payout for BRS alone is estimated to be $770.
You have to submit your retirement pay out 6 mths before meeting the withdrawal age.

How does it affects when you sell the flat later, you will have to return the pledge amount + accrued interest to CPF board.

(2) HPS is an insurance scheme, once pay out means it is closed. Thus it will not be withdraw even when you sell off the flat now.

Hi, the HPS which had already been paid up years ago does not has any effect on the sales proceeds.

Good afternoon Mr. Choo,

The HDB property owned by her is "auto-pledged" to CPF to meet her Basic Retirement Sum requirements (ie. $85,500 if her 55th birthday is 1st Jan 2018 or after. It will not affect anything is she continues to stay in the fully paid property.

As HPS is an insurance scheme, it is an one-off payment towards the loan redemption. You might want to login to her CPF account to see the CPF OA utilized + accrued interest for the property. This sum needs to return to her Retirement Account after the property is sold. The Sale Price less this amount will be her sale proceeds.

I have worked on cases with the sale of flats of the Pioneer Generation and will be happy to advise further. One was to right-size from Telok Blangah resale to CCK BTO, the other was Clementi resale to another west-side BTO.
