You are encouraged to speak to a local bank on financing the purchase and be aware of the terms and conditions for foreigners to purchase a property here in Singapore. Upon producing your incomes statement, most of the bankers are able to assist on your IPA. Banks like CItibank, Standard Chartered, HSBC are able to assist you accordingly.
