Do i have to convert my overseas marriage cert to local one before I can apply for resale? And how early can I start purchasing flat if my wedding is in Mar 2019, since its gonna be a non citizen spouse scheme.

Yes, you need to convert oversea Marriage Cert, if the certificate is not in English. You can do it at Sub. Court to let it be translated depend on which country.
