Afternoon,

Resale EC is considered as partial private, after 5 years, and fully privatized, after 10 years. Purchase of resale EC would require you to engage bank for mortgage loan, hence income cueing does not apply. You are also allowed to use CPF for the monthly installment. However, you need to consider about how much loan you can get, the cash out-front and CPF minimum sum.
