Yes you are eligible to purchase a condo as a foreigner in Singapore. But do take note that you will be subject to 15% additional buyer's stamp duty on top of the usual estimated 3% buyer's stamp duty.

Dear sir/madam,

There is no restrictions on foreign ownerships of private residential apartments or condominiums in Singapore, other than the additional taxes or stamp duties you need to take note of. In addition, you need to be able to make arrangements for finances to be here in Singapore and if required to utilise housing loan to purchase, have means to allow the financial institutions or banks to assess your income status.
