Hi Anna,

You are more than eligible to purchase a private apartment or condominium in Singapore, however, loan eligibility is subjected to financial assessment by the authorities here and pegged to your income. To find out about the bank rates for the different banks here in Singapore, I will recommend you to speak to a mortgage broker instead of a banker direct, since the mortgage broker has access to the rates across all banks at their finger tips to advise you better.

Yes, foreigners are eligible to purchase most new or resale condo. The resale condo need not to be very old, some are brand new (just completed less than a year). You should apply for a bank loan from a Singapore-based bank rather than bank in your country as the interest rate should be lower here. Nonetheless i could get my network of bankers to assist you in terms of the possible loan quantum you could take or qualify for Singapore ppty purchase.
Meanwhile you have a good budget and it depends on whether you are looking at a 1 or 2 bedroom unit and at which location.
