Note: The May 2023 BTO launches have been released. The application deadline has been extended and will close on 8 June 2023, 11.59pm.
The HDB BTO May 2023 launch features 5,495 units in four housing estates, including mature estates Bedok, Kallang/Whampoa, and Serangoon, and non-mature estate Tengah (two BTO sites).
This time around, only one site – the Kallang/Wampoa Farrer Park Arena May 2023 BTO site – falls under the Prime Location Public Housing (PLH) model.
Something noteworthy about this May 2023 BTO launch: the last time Bedok and Serangoon saw launches were seven and nine years ago, respectively. Those who are familiar with these neighbourhoods just have to take one look at the BTO sites to know they’re sitting on attractive plots.

Of the three mature estates, the Kallang/Whampoa Farrer Park Arena May 2023 project enjoys the most highly-sought after location; it is located right beside Little India MRT station. But since it falls under the PLH model, it could drive applicants this week to other BTO projects instead.
Which other May 2023 BTO projects might applicants be eyeing? The other two mature estates, Bedok and Serangoon, are both popular neighbourhoods in their own right. The Bedok South Blossoms May 2023 BTO project is close to Tanah Merah MRT station and close to many choice schools. Meanwhile, the Serangoon North Vista May 2023 BTO project is within walking distance of Chomp Chomp Food Centre and the Serangoon Gardens area.

Despite its distance from the Bedok neighbourhood centre, the Bedok South Blossoms May 2023 BTO project is likely to still be quite sought-after.
What makes the Bedok South Blossoms May 2023 BTO project an attractive one is that is located near choice schools (such as Temasek Primary School, Anglican High School, and Temasek Junior College), popular eateries (hello, Bedok 85 market chicken wings and bak chor mee!), and is close to an MRT station. Plus, there are larger flat types available.

569 3-room and 4-room units are launched in the Farrer Park Arena Kallang/Whampoa May 2023 BTO project. The Farrer Park Arena Kallang/Whampoa BTO site is located on Farrer Park Road and Dorset Park Road, about a 10-minute walk from Little India MRT station and a 15-minute walk from Farrer Park MRT station. This makes it a highly central location that will attract smaller households and couples without kids who are willing to pay more for a good location.
There will be no shortage of shopping, dining, and recreational amenities for residents in the vicinity, including City Square Mall, Jalan Besar Sports Centre, Mustafa Centre, and Tekka Centre, just to name a few. The distance between this Farrer Park Arena Kallang/Whampoa May 2023 BTO site and the Bugis/Kampong Glam area is also small, and those working in the CBD will enjoy a very short commute by MRT.
There is a high chance that this Farrer Park Arena Kallang/Whampoa May 2023 BTO site will take a longer time to be built (judging by the completion times of the recent Kallang/Whampoa Feb 2023 BTO launches).
Coupled with the fact that this Farrer Park Arena Kallang/Whampoa May 2023 BTO project falls under the PLH model, some younger couples who want their own place sooner, rather than later, may be deterred from applying. Also, the absence of 5-room BTO flats and the lack of many choice schools in the area are likely to make the project less attractive to larger households with younger children.

The last Serangoon BTO launch took place in 2014, so it has been almost a decade since BTO balloters have had a shot at living in this highly sought-after, mature neighbourhood.
Unfortunately, we’re expecting competition for the Serangoon North Vista May 2023 BTO launch to be tough. Those who grew up in the northeast area will be familiar with the lifestyle amenities in the Serangoon Gardens estate, which include the legendary Chomp Chomp Food Centre. This may be a draw which compels young people to apply.
Aside from being located in a location close to many F&B options, the Serangoon North Vista May 2023 BTO launch is a tiny one, consisting of just 330 4-room and 5-room BTO flats. That’s why we predict you will need lady luck on your side to successfully ballot for a BTO flat in this estate.
The site’s main disadvantage is its distance from the nearest MRT station, making it more suitable for those who drive. The Serangoon North Vista May 2023 BTO project is bounded by Yio Chu Kang Road and Serangoon North Avenue 1, about a 19-minute walk from Kovan MRT station on the North-East Line (NEL) and a 22-minute walk from Serangoon MRT station, which is an interchange for the NEL and Circle Line (CCL).
As 3-room flats are not available in this launch, the site is likely to attract affluent buyers with children. Many choice schools, such as Raffles Girls’ School, Raffles Institution, and CHIJ St. Nicholas Girls’ School, are about a 15-minute drive away.

In the May 2023 BTO exercise, a huge batch of 2,956 flats across all flat types is available at two sites in Tengah, Plantation Verge and Parc Meadow @ Tengah.
The Plantation Verge Tengah May 2023 BTO project is located on the future road Plantation Close, about a two-minute walk from the future Tengah Park MRT station along the Jurong Regional Line (JRL). Another MRT station, Tengah Plantation MRT station, will be less than a 10-minute walk away. Both stations are scheduled to open in 2028.
The Parc Meadow @ Tengah May 2023 BTO project is located alongside future roads Tengah Park Avenue and Tengah Park Walk, just down the road from the future Tengah MRT station, opening in 2027.
As Tengah is in the midst of being built right now, there are no established amenities yet. It is likely that it will take years for the neighbourhood to come into its own. So it is most suitable for future-oriented buyers who plan for kids and want a starter home.

The wait time for these May 2023 BTO flats is likely to be three to five years. If you need a home urgently, your options include an HDB resale flat or a Sale of Balance Flats (SBF) unit.
Please be aware that starting from the August 2023 BTO launch, first-time BTO candidates who receive a BTO ballot but do not select a flat will be classified as second-timers for the following year. If they don’t select a flat on their second BTO application, they won’t be able to apply for a BTO flat at all for a year.
