More Fitness Corners and Elderly-Friendly Facilities for Jalan Besar, Choa Chu Kang GRCs
With road names inspired by colonial times and hipster cafes at every turn, Jalan Besar is an eclectic neighbourhood where modern meets traditional. It’s one of the older estates in Singapore, which is probably why the latest five-year masterplan announced by Jalan Besar GRC features “active ageing” as one of four main themes of the upcoming estate upgrades.
Another district that is focusing on green spaces and improving accessibility for our seniors is Choa Chu Kang GRC (more on that below).
Let’s first start with Jalan Besar.

Jalan Besar GRC 5-Year estate upgrade masterplan

The Jalan Besar GRC covers four main divisions (Kampong Glam, Kolam Ayer, Kreta Ayer-Kim Seng and Whampoa), and the masterplan for 2021 to 2025 will focus on the following themes:

Accessibility

  • Improved barrier-free accessibility with more ramps and other aids
  • Improved connectivity to transport nodes via covered walkways, etc

Active Ageing

  • More fitness corners
  • New stages at plaza for exercise classes

Multi-generational

  • More communal spaces for different generations to enjoy together
  • Different facilities for each group, like playgrounds for children, fitness corners for adults and pebble walks for elderly

Nature

  • Improved landscaping
  • More green spaces like community gardens

On its website, Jalan Besar GRC also released a 56-page brochure with the full details of the estate upgrades. Here’s an overview of that, categorised by the four main districts.

Kreta Ayer-Kim Seng estate upgrades

  • 7 MRT stations on the Thomson-East Coast Line: Havelock, Outram Park, Maxwell, Shenton Way, Marina Bay, Marina South and Gardens by the Bay
  • 1 MRT station on the Circle line: Prince Edward Road
  • 34 new community halls at Jalan Bukit Ho Swee, Kreta Ayer Road, Chin Swee Road and Indus Rd
  • New pedestrian mall between blocks 531 and 531A Upper Cross St
  • New multi-purpose court at block 5 Delta Avenue
  • New covered walkways
  • Improvement to multiple open spaces

Kampong Glam estate upgrades

  • Neighbourhood Renewal Programme (blocks 1 Maude Rd, 2 Kitchener Rd, 7,8,11 French Rd and 805 King George’s Ave)
  • Upcoming North-South Corridor expressway
  • Beach Rd: new Serenity Square, Leisure Lawn: Butterfly Garden and Children’s Playground, Beach Blossoms and Kampong Piazza
  • Kelantan: new Rocher Riverside Promenade, Fitness Fringe and upgrading of community hall
  • Rowell Court: new Veerasamy Village: Playsquare and Children’s Garden, Fitness Garden and Intergenerational Plaza
  • Kent Ville: new Kent Ville Sports Promenade, covered walkways and drop-off porches
  • King George’s Ave: new Adventure Park, King George’s Boulevard, Creative Garden and Wellness Waterway
  • Bras Basah: new Rooftop Plaza, Wellness Verandah and Wandering Garden
  • Crawford: new Courtyard Gardens, Crawford Creeks, a community garden and playdeck, and upgrading of residents’ corner
  • Selegie: new Heritage Garden, Peacock Mural and upgrading of community pavilion
  • Waterloo: new Adventure Arena, Bicycle Shed, a children’s playground and upgrading of community garden

Whampoa estate upgrades

  • Lifts to overhead bridge at PIE area, near block 64 Jalan Ma’mor
  • Widening of lanes at McNair and Towner Rd
  • New fitness corner and community garden at block 108C McNair Rd
  • New fitness corner at block 105 Jalan Rajah
  • New precinct garden at block 122 McNair Rd
  • New covered walkways
  • Upgrading of some existing facilities and amenities

Kolam Ayer estate upgrades

  • Lift to overhead bridge at Bendemeer Rd
  • Widening of Lorong 3 Geylang Rd to a two-way road
  • Silver zone at Upper Boon Keng Rd
  • New community gardens at St George’s Lane Roof Garden and Upper Boon Keng Rd
  • New drop-off porch at block 64 Kallang Bahru
  • New Residents’ Corner at block 8 Upper Boon Keng Rd
  • New covered walkways
  • Upgrading of some existing facilities and amenities

Other upgrades in new neighbourhoods in Jalan Besar

  • Moulmein View: new fitness corner and seating area
  • Ah Hood Gardens, new Wellness Riverside Promenade, Power-up Plaza, activity plaza and upgrading of community garden

Choa Chu Kang GRC 5-Year estate upgrade masterplan

Choa Chu Kang GRC also recently shared their upcoming five-year plans, which is themed to turn Choa Chu Kang into “an Eco Town of the future”.
MP Low Yen Ling shared the following upgrades in a Facebook post, accompanied by images of the new features.
  • Neighbourhood Renewal Plan that will benefit almost 15,000 households
  • Expansion of HDB Home Improvement Programme (HIP) to cover over 9,000 blocks
  • Over 1,000 lifts will be upgraded
  • Over 600 HDB blocks will be enhanced
  • 2 New hawker centres
  • A new SAFRA Clubhouse and the NS Hub
  • Upcoming works will improve connectivity to Jurong Innovation district, Jurong Lake District, Jurong Region Line, Hume MRT station and the Rail Corridor
