Tampines Street 23 is located in the populous town of Tampines or Tampines New Town. It is one of the largest HDB estates in Singapore and is still expanding. The area is densely populated due to the large number of amenities and the demand of workforce in the area. The name of the town is derived from the fact that initially it was covered with ‘tampines’ trees. The area is spread across 4.24 kilometers where around 200,000 people reside in over 52,000 flats. The construction was handed over to the ‘Tampines Town Council' in 1991 after it was started by the Housing and Development Board.

Tampines Street 23 was started being developed in 1984 and ended in 1987. Since then it has been one of the most sought after real estates in the country. The facilities provided make the lives of the residents more convenient and are constantly updated with the changing times. The numbers of blocks available is 15. The postal address ranges from 520210 to 527201. The blocks are placed spaciously apart. The units have a uniform design and structure and outwardly they appear in symmetry with each other.
