Yes, as long as your name is not registered as an owner, you are able to purchase a private condo. Since the private condo will be your first property, there will not be ABSD, provided you are a Singapore Citizen.

As long as your name is not included as the owner of the hdb, yes you are deemed not to have own any property at the moment. If you are SC and since you have no other property at the moment, you can purchase private condo as 1st residential property without ABSD.
